A pianist and violist since an early age, Seth has played with the Lafayette Symphony Orchestra and continues to enjoy accompanying his wife, Scarlett, a violinist and doctoral candidate at the University of Maryland’s School of Music.

A native of Maryland, Bob currently resides with his family in Davidsonville. He has spent his entire career working on state and local land use and environmental matters.

Mark has run in the Boston, New York City and Marine Corps Marathons, has competed in many other running events, and has finished the JFK 50 Mile run in under 8 hours. He has also hiked many high peaks, including Mt. Whitney, California, the highest mountain in the contiguous United States. Read the marathon article featuring Mark

Paul was selected by his peers in the legal community as one of “The Best Lawyers in America.” He has been an Anne Arundel County resident since 1960 and one day hopes to be considered a native.

Eric is an avid reader of Colonial and Civil War history and loves the history that surrounds him in Annapolis. He balances his support and passion for college football between the United States Naval Academy and the University of Maryland.

Amanda is an avid animal lover who enjoys devoting time to issues concerning animal rights and welfare.

Prior to practicing law, Jonathan taught poetry writing at the Iowa Writers Workshop, publishing a variety of poetry and short fiction and receiving an artist-in-residency fellowship in Vence, France, and worked as a chef in Boston and Annapolis. He has lived in Annapolis since 1989.

Before joining Hyatt & Weber, P.A., Shannon practiced land use law, worked in GIS, studied in Venezuela, and taught college laboratory courses.

Christine is a former Division I lacrosse player, and still enjoys staying active. She is a native of Anne Arundel County and resides in downtown Annapolis.

Alan founded the firm in 1979.

While a Midwesterner by birth, Kathy has lived in downtown Annapolis for almost 30 years enjoying all the advantages that this water-related community offers.

Seth B. Zirkle

Seth Zirkle joined Hyatt & Weber, P.A. in 2010 after serving as the Legislative and Policy Analyst for the City of Annapolis Office of Law and liaison to the City's Ethics Commission.

An Indiana native, Seth completed his undergraduate studies, cum laude, at Wabash College, and was named an Undergraduate Fellow by The Fund for Theological Education and a John N. Mills Graduate Fellow by Wabash College.  He continued his academic pursuits at the Yale Divinity School and the Indiana University School of Law, where he was elected to the Order of the Barristers and graduated with Distinction in Health Law.  Additionally, Seth has maintained a private practice with a concentration on guardianships and family law matters.  At Hyatt & Weber, he focuses his practice on business and banking matters.

Admitted to the Maryland Bar, Seth is an active member of the Maryland State Bar Association, the Anne Arundel County Bar Association, and the Bar Association of Baltimore City, where he is appointed to the Legislative and Elderly Legal Services Committees.

Lisa M. Mannisi

Lisa Mannisi joined Hyatt & Weber in September of 2009 after completing a judicial clerkship with the Honorable Emil Giordano in the Court of Common Pleas in Northampton, Pennsylvania. Ms. Mannisi works with the litigation side of the firm handling personal injury, lead paint, and medical malpractice claims.

While attending the University of Maryland School of Law, Ms. Mannisi worked for their legal clinic helping indigent clients with a wide variety of issues that included both civil and criminal matters.  Prior to completing her law degree from University of Maryland, Ms. Mannisi graduated from American University in Washington, D.C. where she received a bachelor’s of science degree in business administration.

Ms. Mannisi is currently licensed to practice law in Maryland.  Ms. Mannisi is a member of the Anne Arundel County Bar Association, Maryland State Bar Association and the Maryland Association for Justice. 

Robert D. Miller

Prior to joining Hyatt and Weber, Bob served as Anne Arundel County’s Land Use and Environment Officer, Director of the State of Maryland’s Water Resources Administration, Program Director for Environmental Services and Waste Management with the Maryland Environmental Service, and District Manager of the Anne Arundel Conservation District. Bob received a bachelor and master’s degree in resource planning and management from West Virginia University and a law degree from the University of Baltimore. He has been admitted to the Maryland legal bar since 1986.

Bob’s practice encompasses land use, zoning, environmental and government relations issues. Bob’s extensive state and county regulatory experience includes the following areas: tidal and nontidal wetlands, water rights surface and ground water appropriation, floodplain management and regulation, dam safety, coal and non-coal mining, Critical Area regulation, stormwater management, erosion and sediment control, environmental dredging, reforestation, stream restoration, solid waste management, local land development and zoning.  Bob has developed and testified on land use and environmental legislation, regulations and programs at the state and local levels of government.

Linda T. Cox

Linda focuses her practice on estate planning, administration and business law. Before joining Hyatt & Weber, she had her own practice where she concentrated on business and estate planning and administration, family law and personal injury work. She was an Assistant County Attorney for the Anne Arundel County and Baltimore County Law Offices and an attorney at Jordan Coyne and Savits in Washington, D.C.

Linda is a cum laude graduate of Loyola College in Maryland and she received her law degree from the Dickinson School of Law at Penn State, where she was the editor of the Dickinson Journal of International Law.  She is a member of the Anne Arundel County and Maryland State Bar Associations in the Business, Estate and Trusts, Family Law and International Law sections.

Mark E. Rosasco

Mark focuses his practice on personal injury and medical malpractice law. He has been practicing personal injury law for 20 years and is a veteran trial attorney with several reported Maryland cases to his credit.

Mark received his law degree from the University of Baltimore School of Law in 1990 and a Bachelor of Arts degree in English from Loyola College in 1981.  He is a member of the Anne Arundel County Bar Association and the Maryland Association for Justice.

Gregg M. Weinberg

Gregg is a Partner in the Firm's Real Estate Transactions and Business and Banking Matters Group. He represents financial institutions, developers, and investors in all aspects of commercial real estate including acquisition, development, leasing, sale, financing and loan documentation. He is a licensed title attorney and is an agent for Commonwealth Land Title Insurance Company, and has substantial experience in real estate title matters.

Gregg also represents clients in a wide variety of business matters, including entity formation and reorganization, business acquisitions and sales, and the raising of equity through private placement memoranda.

He received his law degree from the University of Baltimore and completed his undergraduate studies at Tulane University. He is a member of the Maryland State Bar Association and Anne Arundel County Bar Association.

Paul J. Weber

Paul Weber centers his practice on civil litigation and commercial matters. He is experienced in the areas of medical malpractice, personal injury, products and premises liability as well as contractual and insurance coverage interpretation. He also represents medical professionals before administrative and licensing boards and provides advice concerning issues involving licensing, insurance and business practices faced by professionals.

A 1983 graduate of the University of Baltimore School of law, Mr. Weber completed his undergraduate study at James Madison University. Mr. Weber joined Mr. Hyatt in 1993 after serving as an associate and a partner in a Baltimore litigation firm. He is a member of the American Bar Association, Maryland State Bar Association, the Anne Arundel Bar Association, the Maryland Trial Lawyers Association and the American Association for Justices. He practices in all Maryland trial and appellate courts, the U.S. District Court for the District of Maryland and the U.S. Fourth Circuit Court of Appeals. He is also a Certified Mediator for the Circuit Court of Anne Arundel County and a Certified Medical Malpractice Mediator for the Circuit Courts of Baltimore City and Baltimore County.

Mr. Weber has served as president of the Archbishop Spalding Board of Directors, president of the James Madison University Alumni Association and treasurer of the Ed Block Courage Foundation. Mr. Weber has been appointed by the Governor to the Judicial Nominating Commission for Anne Arundel County, Maryland.

Eric H. Haversack

Eric focuses his practice on civil litigation, lead paint defense, medical malpractice, personal injury, insurance defense and contract law.

He received his law degree at the University of Baltimore School of Law and completed his undergraduate degree at the University of Maryland.  Eric also served a clerkship with Judge Philip T. Caroom of the Anne Arundel Circuit Court.  He is a member of the Maryland State Bar Association, the Anne Arundel Bar Association and the Maryland Trial Lawyers Association (MTLA). 

Amanda Sprehn

Amanda focuses her practice on civil litigation in the areas of personal injury, medical malpractice, and toxic torts. Prior to joining Hyatt & Weber, she clerked for the Honorable Ronald A. Silkworth in the Circuit Court for Anne Arundel County.

Amanda received her law degree cum laude from the University of Baltimore School of Law in 2003 and her Bachelor of Arts from the University of Maryland in 2000.

She is a member of the American Bar Association, the Maryland State Bar Association, the U.S. District Court for the State of Maryland, the Maryland Trial Lawyers Association and the Anne Arundel Bar Association.

Jonathan Wall

Jonathan’s practice focuses on banking, commercial, estate and intellectual property law. His clients include local entrepreneurs and business people in Annapolis and Anne Arundel County. He also works with clients requiring assistance in construction, real estate, banking and other types of civil litigation as well as wills and estates.

Jonathan is a graduate of Boston University (B.A., English Literature, cum laude, 1985), the University of Iowa (Fellow, The Iowa Writers Workshop, M.F.A, 1988), and the University of Baltimore School of Law (J.D., 1995) (Executive Editor, Intellectual Property Law Journal).  When he is not working he can be found golfing or scuba diving.

He is admitted to practice before all Maryland state and federal courts, and is a member of the American Bar Association, the Maryland State Bar Association, and the Anne Arundel County Bar Association.

Shannon T. Waldron

Shannon concentrates her practice on land use, zoning, and administrative law. She has represented clients before the Annapolis City and Anne Arundel County Boards of Appeals and before the Anne Arundel County Office of Administrative Hearings. She counsels clients on projects ranging from small- to large-scale, including single-family home variances, annexations, subdivisions, non-conforming uses, condominium regulations, rezonings, critical area compliance, comprehensive planning, and multi-unit mixed-use developments.

In December 2009, Shannon achieved accreditation as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP™) with a specialty in Building Design and Construction (BD+C).  The LEED AP™ with specialty credential signifies an advanced depth of knowledge in green building practices and specialization in a particular LEED Rating System.  Shannon’s LEED designation allows clients to earn one point toward LEED certification for their projects.  Shannon was the 6th attorney in Maryland to achieve LEED accreditation with this specialty.

Shannon received her law degree magna cum laude from Vermont Law School in 2002, where she was published in the Vermont Law Review.  She earned her Master of Science from Penn State University in 1997, and her Bachelor of Arts from the University of Florida in 1994. She is a member of the American Bar Association, the Maryland State Bar Association, and the Anne Arundel Bar Association, and previously served on the City of Annapolis Energy Efficiency Task Force. Shannon currently serves on the City of Annapolis Building Board of Appeals.

Christine Burke Neiderer

Christine's areas of practice include land use, zoning, government relations and local government law. Prior to joining Hyatt & Weber, P.A., she was a legislative analyst for the Office of the Senate President and served as a legislative assistant for an Annapolis government relations firm.

Christine earned her law degree from the University of Baltimore’s School of Law and completed her undergraduate studies at Villanova University.

She is a member of the American Bar Association, the Maryland State Bar Association and the Anne Arundel Bar Association and she is also actively involved with the Annapolis and Anne Arundel County Chamber of Commerce and is a member of the Chamber of Commerce Workforce Housing Task Force.

Alan J. Hyatt

Alan is a commercial and land use attorney. His practice includes the representation of financial institutions, real estate developers, and various businesses. He has been instrumental in assembling assets, securing investors and obtaining all approvals for various real estate investments and development.

A native Annapolitan, Alan founded Hyatt & Weber in 1979.  In January 2007 the Firm moved to its new headquarters on the Fifth Floor of the Severn Bank Building.  Mr. Hyatt is also the founder of Severn Bancorp, Inc., the parent company of Severn Savings Bank, and serves as its chairman.  The stock of the company is traded on the NASDAQ.

Alan received his law degree from the University of Baltimore School of Law in 1978, and is an honors graduate of Bryant College of Business Administration (now Bryant University).  He is a member of the Maryland State Bar Association and the Anne Arundel County Bar Association.

Alan has served as a board member for the Anne Arundel Community College Foundation and the Annapolis Community Foundation.  He provides assistance to local, nonprofit organizations and speaks on various banking and real estate topics to businesses and community groups.

Kathryn J. Dahl

Kathy’s practice encompasses a wide range of land use and zoning issues. In addition to her private law firm experience, she worked as Assistant County Solicitor for the Anne Arundel County Office of Planning and Zoning. She has served as counsel on major projects in Anne Arundel County including the David Taylor Research Center, Nordstrom expansion at the Westfield Mall, Redskins, Arundel Mills Malls and Cedar Hill subdivision.

Kathy has participated in the development of various county and state regulations and ordinances that deal with growth issues, such as adequacy of facilities ordinances, comprehensive planning and the Chesapeake Bay Critical Area law.

Kathy received her bachelor and master’s degree from the University of Michigan and her law degree from the Antioch Law School in 1977. She is a member of the Maryland State Bar Association and the District of Columbia Bar Association.

She has served with the Court of Appeals of Maryland for the Fifth Judicial Circuit, Character Committee, the Anne Arundel County Budget Taskforce, the Ward 1 Sector Study and the Annapolis Conservancy Board. She has also served on the board of directors or as an officer for Leadership Anne Arundel, Annapolis and Anne Arundel Chamber of Commerce, Homebuilders Association of Maryland for Anne Arundel County, Anne Arundel Community College Foundation, and the YWCA of Annapolis and Anne Arundel County.

Kathy has been a lecturer for the Maryland Institute for Continuing Professional Education of Lawyers (MICPEL) on zoning law and Chesapeake Bay Critical Areas.
