State law tolling local development approvals under review by Anne Arundel County and Annapolis
June 03, 2009 - Senate Bill 958/House Bill 921, "Construction Permits – Expiration Dates", recently became law. The Bill tolls the expiration of certain development approvals because of the disastrous economic climate and the current inability of developers to obtain financing to implement the approvals. Precisely which approvals are tolled and for how long is being studied by Anne Arundel County and the City of Annapolis. The County was considering introducing legislation on the issue, but now intends to establish a policy to handle implementation. The City is also analyzing the issue and evaluating whether any clarifying actions are necessary.
